COLUMBIA, S.C. (AP) — A bill requiring doctors who perform abortions in South Carolina to have admitting privileges at a local hospital is heading to the Senate.

The Senate Medical Affairs Committee voted 8-5 Thursday to send the bill to full Senate, but Democratic Sen. Brad Hutto of Orangeburg says he’ll block it.

The bill had gone to the committee without discussion or even a vote last week after its chairman, Senate Majority Leader Harvey Peeler of Gaffney, said he wanted a proposal that important to be debated by the full committee. But there was no debate Thursday either.

The admitting privilege requirement has become a favored tool for anti-abortion lawmakers to close clinics. A similar law in Texas has forced 19 clinics to close since last summer.

South Carolina has three clinics.
